Strengthening of Subnational Governments

Its purpose was to contribute to the knowledge of credit tools and economic-financial support lines available as part of international cooperation, by local governments, in order to address mitigation and adaptation actions to climate change in their respective territories. Likewise, the mapping of actors and the description of the evolution and dynamics of climate finance at the international level, of Latin America and the Caribbean as a macro region, and in particular of Argentina, provide the analysis with the necessary reference context. Along with this, the main importance that the active and joint positioning of local governments acquires is evident in initiatives such as the Trust of the Argentine Network of Municipalities against Climate Change (RAMCC), a financial instrument that becomes operational as long as it receives the commitment of a group of municipalities to join the global financing flows. The generalization of similar initiatives, along with the training of local agents and the pending greater efficiency in the acquisition, distribution, systematization and coordination of the information associated with climate financing among institutions, completes the menu of tasks necessary for concrete and sustainable progress in view of the internationally established objectives regarding climate change.
